Our programs provide safe housing and caring support to help young people build stability and take the next steps toward independence.
Semi-Independent Housing
Threshold House (TH) and Scattered Housing for Youth (SHY) are part of our semi-independent housing model, intended for youth between the ages of 16 and 24 who still need care and attention but are on a path to self-sufficiency. Depending on their needs, youth could either live in an 8-suite home like Threshold House or a SHY apartment. In TH, residents have their own private studio suite including bedroom, kitchenette and bathroom, and comfortable shared spaces including a living room, kitchen, dining room and daily on-site staff. Our SHY apartments are located across Greater Victoria and are acquired through partnerships with local housing organizations.
Both TH and SHY provide safe, secure, appropriate homes for youth who are ready for some independence while receiving access to THS programming, support systems and case management. While in TH and SHY, youth can begin to experience their lives as independent adults and integrate more intentionally in their community, with the security of a caring and supportive team in their corner.
Supportive Recovery
Threshold’s Supportive Recovery Program (SRP) is an innovative and nationally recognized program that takes harm reduction from a youth perspective. In a charming heritage house on a quiet street, youth aged 15-21 who want to reduce their substance use are finding support and community. Our professional and empathetic staff offer a robust and personalized program of recovery skills, life skills, mental wellness, community involvement, and healing.
Our approach is clear eyed, realistic, and always forward looking. Our goal is to keep the youth in the program alive today, so they can keep working on their recovery tomorrow.
Unlike most programs, a slip (or relapse) is not grounds for dismissal, nor do we treat it as shameful or a failure. It is a moment to strengthen connection and build trust, to give youth an environment worth fighting for, and to keep showing up despite the hard days.
We know that youth recovery and harm reduction can co-exist and lead to successful outcomes, because we see it every day.
SRP includes:
Daily life skills programming, activities and community outings
Recovery and mindfulness groups 5x a week
24/7 onsite support
Support to continue work, school, and connection with friends and family.
Program Details
The program is designed to take 4 months, though that varies with youth needs
SRP is free of charge: linens, towels, all meals, program supplies, and recreational activities are all included
All rooms are equipped with a private bathroom that may be shared with one roommate
Passes to go into community are issued on a case by case basis after a youth completes their first month in the program
Indigenous Cultural Support and all THS wrap-around supports are available to youth at SRP
All youth coming into the program are asked to complete a minimum stay of 7 days in a detox facility. Our staff will coordinate with the staff at detox to plan for transition over to our program house after 7 days
Youth Supportive Housing
Youth Supportive Housing, a program funded by the Ministry of Child and Family Development, provides high-ratio, 24/7 staff support in a welcoming home environment. At Holly House, Mitchell House and P’KOLS Lelum, youth as young as 13 receive not only the foundational amenities they need to live, such as their own private bedroom, warm common areas, and outdoor spaces. They also experience individualized and community support so that they can begin to imagine and plan for a new life for themselves.
Indigenous Wellness
At THS, we’ve come to understand that preventing homelessness among Indigenous youth requires far more than housing alone. This begins with earning trust, not collecting information. It’s about walking alongside young people in ways that affirm their identities, rebuild trust, and connect them to culture, community, and a sense of purpose.
Our two full time Indigenous Wellness Advocates provide individualized support to youth across all THS programs. They work closely with Indigenous communities throughout Victoria to create meaningful cultural opportunities for youth. This includes facilitating workshops and events such as naming ceremonies for our houses, Elder visits, beading, frybread making, and cultural performances, supporting connection to culture, community, and tradition.
This team provides individualized, one-on-one support to Indigenous youth. Their work includes advocacy at appointments and systems, navigating resources, grocery shopping and life skills support, goal setting and achievement, and assistance with building community connections and strengthening cultural identity.
The Indigenous Wellness team offers not just services, but relationships rooted in care and consent. They work to support Indigenous youth in navigating their healing journeys while building housing stability, networks of support and accessibility to resources.
